6. The border between the Eastern Sovereign Area and the territories of the Republic of Cyprus in which the Government of the Republic of Cyprus does not exercise effective control shall be considered to be part of the external borders of the territorial areas for the purposes of this Article for the duration of the suspension of the application of the acquis in accordance with Article 1 of Protocol No 10. This limit can only be crossed at the border crossing points of Strovilia and De Pergamon. With the prior agreement and in cooperation with the authorities of the United Kingdom, the Republic of Cyprus may take further measures to combat illegal immigration of persons who have crossed this border. In particular, this Protocol shall not prevent the United Kingdom from concluding agreements with a third country granting products manufactured in Northern Ireland, under the same conditions as in other parts of the United Kingdom, preferential access to the market of that country. 4. Where a host Member State has decided not to oblige Union citizens or United Kingdom nationals, their family members and other persons staying in its territory in accordance with the conditions laid down in this Title to apply for the new residence status referred to in paragraph 1 as a precondition for legal residence, those who are entitled to the rights of residence provided for in this Title: the right, in accordance with the conditions laid down in Directive 2004/38/EC, of a residence permit which may be available in digital form and which contains a declaration that it has been issued in accordance with this Agreement. . . .
