2. Payments made to the Province under the Development Agreement Amending the Agreements shall be revenues subject to the allocation of resources in accordance with the Debt Agreement. The treaty is a modern, constitutionally protected agreement between the Labrador Inuit (now represented by the Nunatsiavut Government), the province and Canada. After decades of negotiations, the treaty entered into force in December 2005. The development agreement included the construction of a shack in Long Harbour, on the island of Newfoundland, to process Voisey`s Bay ore in the interior of the province. Under current mining tax laws, the owner was able to deduct the costs of the hut after construction. The amendment of the agreements to the development agreement also led the province to obtain significant payments from the developer to compensate for delays in the construction of the cabin, which was not concluded until 10 years after the contract came into effect. These payments were not shared with Inuit. 109.1 (1) Notwithstanding subsection 101 (1), a creditor has no right to order the sheriff to sell lands that are labrador Inuit Lands within the meaning of the Labrador Inuit Land Claims Agreement Act, and the sheriff is not authorized to commence enforcement proceedings against those countries. The New Dawn Agreement was an important step in the tripartite process of negotiating fonational claims towards an agreement in principle, as it concluded several important bilateral issues between the province and the Innu nation. 1.
